The Party Committee of the Company Arranged for Learning and Education Initiative on Thorough Implementation of the Spirit of the Central Committee’s Eight-Point Decision on Improving Party and Government Conduct 

  On March 19, the Party Committee of the Company convened an (enlarged) meeting of the Leading Group for Party Building, thoroughly studied and implemented the guiding principles laid out in the meeting of the Leading Group for Party Building of the CPC Central Committee and the deployment requirements from higher authorities regarding the learning and education initiative for thoroughly implementing the Spirit of the Eight-Point Decision by the CPC Central Committee, reviewed the Learning and Education Initiative Implementation Plan of the Company for thoroughly Implementing the Spirit of the Central Committee’s Eight-Point Decision on Improving Party and Government Conduct and arranged for the initiative at the company level.

  Zhang Xiguo, the Party Secretary, Chairman of the Board of Directors, and Head of the Leading Group for Party Building of the Company, presided over the meeting and delivered a speech. Company leaders Zhao Tianxing, Lai Shuiming, Yang Fei, Li Ji, and Liu Jiangwen, along with Gulei Petrochemical Company leader Huang Jinping, attended the meeting.

  It was required at the meeting to grasp key links and precisely implement the objectives and tasks of the learning and education.

  Stay guided by ideology and put learning first. We will combine individual self-study with collective learning, deepen the learning of General Secretary Xi Jinping's important expositions on strengthening the Party's work style construction and the spirit of the Eight-Point Decision by the CPC Central Committee as well as its detailed implementation rules. We will employ activities of diversified forms, including "General Membership Meetings of the Party Branch, Party Branch Committee Meetings, Party Group Meetings, and Party Lectures" and themed Party Day, and study word for word to ensure that the knowledge is thoroughly absorbed and effectively applied.

  Learn from cases and delve into problems. Leading cadres must take the lead in strictly checking and presenting problems, and ensuring compliance with new arrangements and requirements of the CPC Central Committee. Specifically, for the prominent problems the masses are strongly concerned about, it is essential to conduct in-depth self-inspections and self-corrections, formulate a list of problems, and delve into the root causes of these problems. It is essential to strengthen warning education, thoroughly analyze negative typical cases, as well as educate and guide the Party members and cadres to maintain a sense of awe, stay vigilant against misconduct, and observe the bottom line.

  Adhere to the principle of rectifying during check and promoting governance through rectification. We will implement centralized rectification through ledger-based management and project-based advancement, to take tough actions and deliver solid results. We will promote "immediate rectifications" along with "long-term implementation" in an integrated manner, continuously improve and refine rules and regulations, and make work style construction a regular and long-term practice.

  Adhere to open-access education and mass participation. We will widely solicit opinions, improve research and investigation, get further engaged in frontline, proactively perform good deeds and practical tasks for the masses, resolve their difficulties, accept public supervision, and allow the masses to tangibly experience new atmospheres and changes.

  It was emphasized at the meeting to strengthen organizational leadership to ensure the effectiveness of the learning and educational initiative.

  Consolidate the chain of responsibility. The Company's leadership team must lead by example. Party organization secretaries at all levels must effectively fulfill their primary responsibilities, while other members of the leadership team should implement the "dual responsibilities" approach. Participating departments of the special working group should execute their duties in accordance with assignment of responsibility, ensuring that learning and education initiative is effectively carried out.

  Emphasize coordinated and integrated implementation. Need to integrate the learning and education initiative with drawing inferences from the rectification of problems identified by the CPC Central Committee Inspection Team during its inspection of the Sinopec Group Company's Party group and those identified by the Central Environmental Protection Inspection Team. Need to integrate the learning and education together with the fulfillment of objectives and tasks outlined in the Company's Work Conference, and with priorities such as advancing the Gulei Phase II project construction, fostering the collaborative development of the two bases, enhancing quality and profitability, ensuring safe and stable production, and establishing frontline Party branch demonstration sites. We will also need to integrate the same with the Company's Party committee's Specific Measures for Deepening and Expanding the Campaign Against Formalism to Reduce Burdens for the Frontline Organizations. On that basis, we should promote all tasks in unison, optimize operational mechanisms, strengthen inter-departmental collaboration, and enhance the overall effectiveness of the learning and education initiative.

  Enhance publicity and guidance. We will strengthen positive publicity, fully utilize publicity channels, extensively report the progress and effectiveness of the learning and education initiative, establish advanced models, and play a demonstrative and leading role. We will also strengthen the guidance of public opinions, promptly respond to the concerns of the people, resolutely oppose formalism, preemptively anticipate and effectively prevent potential problems, ensuring that the learning and education initiative is conducted with vigor and efficacy.
